Story:
The police is unable to find a serial killer, who murders children. Even Inspector Lohmann is puzzled. Panic takes over the city, and the pressure on the underworld is getting heavier, due to the growing frequency of police searches.
The leaders of organised crime decide to join forces with the beggars association, and together they launch a new kind of search for the murderer.
